Dr. David Ray Russell:

Dr. David Ray Russell, a member of the Senior Executive Service, is director of nuclear treaty monitoring, Air Force Technical Applications Center, Patrick Air Force Base, Fla.
Russell was born in Branson, Mo., and, as the son of a foreign service officer, grew up in the Middle East Africa region. Between 1969 and 1972, he served on active duty with the U.S. Army, working as a fire control specialist for Nike Hercules air defense missiles. From 1973 to 1975, he was a computer programmer for the State Department. Russell attended St. Louis University from 1980 until 1988, receiving his doctorate in geophysics in 1987. During this period, he also worked as a consultant and staff scientist for a government contractor at AFTAC.
Russell joined AFTAC in 1988 as a geophysicist, becoming chief of the Research Division in 1990. His primary accomplishments were in the areas of yield estimation of nuclear explosions, seismic signal processing, and research and development of the U.S. National Data Center for a Comprehensive Test Ban Treaty. From 1995 through 2000, Russell provided technical expertise at both the national and international level on verifying the treaty in the areas of seismic, infrasonic and hydroacoustic monitoring.
