Dr. William U. Borger, a member of the Senior Executive Service, is Director, Plans and Programs, Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio. Dr. Borger is responsible for developing and managing the processes that define AFRL?s $3 billion annual investment in technologies for the Air Force, including space, weapons and aeronautics as well as command, control, communications, computers, intelligence, surveillance and reconnaissance.
Dr. Borger entered federal civil service as a project engineer in the Air Force Aero Propulsion Laboratory at Wright-Patterson AFB in 1971. He began his career by concentrating on developing electrical power-generating technologies for utility and special purpose power. He was then assigned to a tour with the B-1 Systems Program Office in 1973 where he was responsible for the development and qualification of its electrical system.
After returning to the Aero Propulsion Laboratory, Dr. Borger directed power-generation technology development for the Aerospace Power Division, later expanding his areas of responsibility to include all aspects of power technology, from batteries for missiles to solar cells for spacecraft. In 1988 he became the Chief of the Aerospace Power Division, where he assumed responsibility for all aspects of the division. He was later assigned to various positions working strategic issues across Wright Laboratory, including leading the plans and programs directorate. Dr. Borger also served as special assistant to the Commander of Wright Laboratory, directing day-to-day operations until October 1997 when he become the first Director of AFRL?s Wright Research Site. In May 1999 he assumed the position of Associate Director for Air Platforms for the AFRL, providing leadership to the nation?s investment in air platform technology. Dr. Borger is the author and co-author of more than 20 technical journal articles. An avid coach of youth sports teams, he retired after 25 years of coaching.
