Rear Admiral James S. Allan is currently serving as the Director of Operations (M) at United States Transportation Command, Scott Air Force Base, Ill. Rear Adm. Allanís recent flag assignments have included tours as Deputy Commander, Naval Operational Logistics Support Center and a one-year recall to active duty as the Vice Commander, Naval Supply Systems Command commencing November 2002. Prior to that he served as Assistant Deputy Chief of Staff for Logistics, Fleet Supply and Ordnance, U. S. Pacific Fleet, with additional duty assignments as Commander, Logistics Task Force Pacific and Commander, Naval Logistics Forces Korea.
He has served in a wide variety of Naval Reserve billets including six command tours as Commanding Officer of Advanced Supply Base 420, Naval Air Pacific Supply 187, Navy Material Transportation Detachment 520, Defense Contract Management District B 1020, Defense Distribution Depot Oakland Headquarters B320 and Defense Distribution Region West Headquarters B120. He has been the Executive Officer of Cargo Handling Battalion 3 and Advanced Supply Base 420. He served as Executive Officer of CHB Three for the first operational readiness evaluation (ORE) ever conducted on a Reserve Cargo Handling Battalion.
His staff assignments have included tours as a Management Analyst on CINCPACFLT DET 420 staff, Supply Officer at SUBASE DET 220, Command Evaluator at REDCOM 22, Operations Officer on the CINCPACFLT Cost Management Team, and Deputy Commander for Fleet Support, Naval Supply Systems Command.
Upon completion of Navy Supply Corps School in Athens, Ga., Rear Adm. Allan reported for duty as Supply Officer aboard USS Ranier (AE 5). He also served as Supply Officer aboard USS Chara (AE 31). He then reported as Staff Supply Officer, Commander Service Squadron Seven.
Rear Adm. Allan earned a Bachelor of Science degree from Gustavus Adolphus College and a Master of Business Administration specializing in Marketing from Indiana University. He received his commission from Officer Candidate School. He is a graduate of the Naval War College Command and Staff course; National Security Decision Making course; Strategy and Policy course; and the CINCLANTFLT Senior Naval Reserve Orientation course. He is also a graduate of the National Defense University National Security Course. Finally, he is a graduate of the University of North Carolina Kenan-Flagler Business School Executive Business Course.
Rear Adm. Allan's personal awards include the Defense Superior Service Medal, Legion of Merit (with one star), Defense Meritorious Service Medal, Meritorious Service Medal, Joint Service Commendation Medal, Navy Commendation Medal (with two stars), Navy Achievement Medal and other service and campaign awards.
