Rear Admiral Nolan is a native of Caldwell, N.J. Upon graduation from the United States Naval Academy, he was commissioned an Ensign in June 1973.
In July 1973, he reported to USS Albany (CG-10), serving in Operations and Communications Departments while Albany was flagship of Commander, U.S. Second Fleet. In October 1975, he was designated a Surface Warfare Officer. In July 1976, he reported to the Surface Warfare Officer School, Division Officer Course, Newport, for instructor duty in the Combat Systems Department. During this tour he also completed his graduate studies, earning an MBA from Bryant University. In May 1979, he resigned his regular commission and accepted a commission in the Naval Reserve.
Rear Adm. Nolanís significant Reserve tours include Commanding Officer, Commander Iceland Defense Force 101; Commanding Officer, Space and Naval Warfare Systems Command HQ 101; Commanding Officer, Personnel Mobilization Team 101; Commanding Officer, Shore intermediate Maintenance Activity, Newport Detachment 201; Executive Officer of three waterfront units in Newport and Readiness Analyst on the staff of Commander, Naval Reserve Readiness Command Northeast.
His first assignment as a Flag Officer was as Assistant Deputy Chief of Naval Operations Readiness and Logistics N4BR where he supported Navy Logistics transformation and performed a recall to active service as Director, Environmental Protection, Safety and Occupational Health Division N45. He served concurrently as Commander, Naval Reserve Readiness Command Northeast, leading this eight state, 7,000 Sailor Region during post 9/11 mobilization that saw 25% of that force recalled. Rear Adm. Nolan served an abbreviated tour as Assistant Deputy Chief of Naval Operations Warfare Requirements and Programs (N6/N7R) before being recalled again to active service for duty as Deputy Director of the Interagency Transition Planning Team Iraq on the Department of Defense Staff.
Rear Adm. Nolan is currently serving as Vice Commander, U.S. Fleet Forces Command and is a member of the Secretary of Defense Reserve Forces Policy Board.
Rear Adm. Nolan is authorized to wear the Legion of Merit (two awards), Meritorious Service Medal (three awards), Navy and Marine Corps Commendation Medal (three awards), Meritorious Unit Commendation, and various other service medals.
In civilian life, Rear Adm. Nolan was a founder and director of Aquidneck Management Associates, Ltd., Newport R.I., a software and engineering management service firm until its 2004 acquisition by SAIC. He is active in his community with the United Way and with Newport programs for disadvantaged youth and the aged.
