Rear Admiral (Select) David J. Smith:

Rear Adm. (Select) Smith is a native of Kankakee, Illinois. After earning a Bachelor of Science in Biology from the University of Illinois, he entered the Naval Health Professions Scholarship Program in 1977 and received his Doctor of Medicine from Northwestern University Medical School in 1981. Lieutenant Smith completed his rotating medicine internship at Naval Regional Medical Center, Oakland, California in 1982 and subsequently transferred to Naval Undersea Medical Institute in Groton, Connecticut where he completed the Undersea Medical Officer training program receiving the Surgeon Generalís Award for Scholastic Achievement on graduation.
As an Undersea Medical Officer, Rear Adm. (Sel.) Smith has been stationed as the Medical Department Officer in USS Grayback (SS-574), Subic Bay, Republic of the Philippines (1983-1984), where he qualified in submarines; Medical Training Officer, Naval Diving and Salvage Training Center, Panama City Beach, Fla. (1984-85); Medical Officer, Diving Department, Naval Medical Research Institute, Bethesda, Md., (1985-87); and United States Navy Medical Exchange Officer, Institute of Naval Medicine, Alverstoke, England (1989-1992).
Rear Adm. (Sel.) Smith completed his Occupational Medicine training at the University of Cincinnati Medical School (1987-89), where he earned a Master of Science degree in Environmental Health and served as Chief Resident (1988-89). After completing his exchange tour, he was assigned as Head, Safety and Health Department at the Armed Forces Radiobiology Research Institute, Bethesda, Md., additionally serving as the Occupational Health consultant for the Defense Nuclear Agency, Arlington, Va.
In November 1995, Rear Adm. (Sel.) Smith reported to the National Naval Medical Center to serve as the Deputy Director, Occupational and Community Health. In July 1996, he was appointed as Director, Occupational and Community Health where he oversaw the provision of primary and occupational health care provided by 24 medical clinics in a six-state region.
In June 1999, Rear Adm. (Sel.) Smith reported to U.S. Naval Hospital, Rota, Spain, as Executive Officer and in May 2001, he became the Commanding Officer. In July 2003, Rear Adm. (Sel.) Smith was appointed as the Chief of Staff, TRICARE Management Activity, Office of the Assistant Secretary of Defense for Health Affairs. In February 2005, Rear Adm. (Sel.) Smith assumed the duties of the Assistant Deputy Chief for Health Care Operations at the Bureau of Medicine and Surgery, Washington, D.C.
Rear Adm. (Sel.) Smith is a Certified Physician Executive (CPE) and Fellow of the American College of Occupational and Environmental Medicine (FACOEM). He is board certified in Occupational Medicine with a certificate of additional qualification in Undersea Medicine from the American Board of Preventive Medicine. He has received a Certificate in Medical Management from the American College of Physician Executives and Tulane University. He has been honored with the following medals: Defense Superior Service Medal, Legion of Merit (with Gold Star), Defense Meritorious Service Medal, Meritorious Service Medal, Navy Commendation Medal (with Gold Star), Navy Achievement Medal, National Defense Service Medal, and the Navy Humanitarian Service Medal.
